The Department of Interior, Bureau of Land Management (BLM), Montana State Office is seeking quotations for non-commercial service activities to clean out the obstructed pipe of the Drag Reservoir Dam principal spillway. The contractor will be responsible for jetting out sediment from the low water outlet standpipe and the 24-inch horizontal outlet pipe, as well as providing video inspection services to verify the condition of the spillway structure and the full length of the horizontal pipe. The final deliverable will be a video of the pipe inspection. The estimated price range for this contract is between $25,000 and $100,000. The contract will be awarded to the offeror that submits the best value quotation based on Simplified Acquisition Procedures. The contractor must complete the work by October 1, 2024, and a post-award conference is required within 10 calendar days after receiving the notice of award. Prospective contractors must be registered in the System for Award Management (SAM) to be eligible for award.

The Department of Interior, Bureau of Land Management (BLM), Montana State Office intends to solicit quotations for non-commercial service activities to include the furnishing of labor, equipment, supplies, and materials, to clean out the obstructed pipe of the Drag Reservoir Dam principal spillway. Drag Reservoir is a reservoir with its embankment located at T19N, R23E, S22, S23 (47.38686, -108.13235), approximately 38 miles north of Winnett, Montana in Petroleum County. Road access to this site consists of approximately 2 miles of maintained dirt road and approximately 36 miles of graveled county road. BLM will issue Solicitation Number 140L3624Q0014 via https://sam.gov/content/opportunities, at the link provided in this notice. The principal components of the work to be performed include the following: * Sediment should be jetted out of the low water outlet standpipe. Then the sediment should be jetted out of the 24-inch horizontal outlet pipe. Once water begins to flow it should be run for 20 minutes at 3/4 gate opening. * Provide video inspection services to verify the condition of the primary spillway structure and secondary spillway structure. Document the physical condition of the full length of horizontal pipe. The final deliverable will be a video of the pipe inspection delivered to the government (by email) in MP4 or WMV format. Pursuant to Part 13 and Part 37 of the Federal Acquisition Regulations, BLM intends to issue a Request for Quotation (RFQ) on or around February 23, 2024. The estimated price range of this acquisition is between $25,000 and $100,000. BLM anticipates issuing the RFQ under the total small business set-aside program. The applicable North American Industry Classification System (NAICS) Code is 562998 and the associated Small Business Size Standard is $16.5 Million. The Government strongly urges offerors to inspect the site to gain a better understanding of the work requirements and to satisfy themselves regarding all general and local conditions that may affect the cost of performance. In no event shall failure to inspect the site constitute grounds for a claim after award. An organized site visit is currently planned for Tuesday, March 12, 2024, at 10:00 am local time. Section L, Clause 52.236-27 Alternate I will have the detailed information for the site visit. A single purchase order award will be made to the offeror that submits a quotation that has been determined to be the best value based on Simplified Acquisition Procedures within the Federal Acquisition Regulations. A firm-fixed priced purchase order is contemplated. Quotations will be due on or around March 25, 2024, at BLM's Montana State Office, 5001 Southgate, Billings, Montana. Offerors may submit electronic quotations as a response to the anticipated solicitation. Electronic quotations will be subject to the same rules as paper quotations. The Government anticipates award of this procurement on or around April 8, 2024. The successful contractor will be required to attend a post award conference within 10 calendar days after the date the Contractor receives the notice award and complete the entire work ready for use no later than October 1, 2024. The Government anticipates that onsite work shall take no longer than 30 calendar days. The time stated for completion shall include final cleanup of the premises. If you have not updated SAM since October of 2020, you are advised to update early to be sure you are in compliance with the expanded Section 889 prohibitions on not using certain covered technology products. The successful contractor shall electronically submit all payment requests for the anticipated contract through the U.S. Department of the Treasury's Invoice Processing Platform (IPP). If the contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the contractor must submit a waiver request in writing to the Contracting Officer with its offer.
