This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 12805B24Q0113 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-01. The associated NAICS code is 541380 Testing Laboratories and Services, with a business size standard of $19 Million. The PSC code is J066. The USDA, Agricultural Research Service, National Bio and Agro-Defense Facility (NBAF), in Manhattan, KS, has a requirement for Equipment Calibration Services for a Base Year plus 4 Option Years. The Government anticipates award of a contract resulting from this solicitation to the responsible offeror whose quote conforms to the specifications that will be the most advantageous to the Government in accordance with FAR 13.106-2 considering three major areas: technical acceptance, past performance and price. Quotes will be evaluated by performing a comparative evaluation in accordance with FAR 13.106-2(b)(3) to determine which quote meets the lowest price technically acceptable evaluation methodology. All sources wishing to quote shall furnish a quotation by 2:30 p.m. Central Time, on or before Thursday February 22, 2024.
