Sources Sought Notice, FA5613-24-R-RECYCLING Recycling Collection Services in the Kaiserslautern Military Community (KMC) and Pirmasens Husterhoehe, and Operation of Recycling Centers This notice constitutes a Sources Sought for industry comment; this is NOT a Request for Proposal (RFP). This Sources Sought is in consideration of a potential solicitation for an anticipated Service Contract for Collection and Recycling Services in the Kaiserslautern Military Community and Pirmasens Husterhoehe and the Operation of Recycling Centers on Ramstein and Vogelweh Air Base. Please note that in order to be considered for award, if a solicitation is issued, the prospective company must demonstrate prior experience in providing the same or similar services of a comparable scope in accordance with the following German laws: Kreislaufwirtschaftsgesetz (KrWG) (Law on Life-Cycle Management), Abfallverbringungsgesetz (AbfVerbrG) (Waste Transportation Act) (covered in the Kreislaufwirtschaftsgesetz), Entsorgungsfachbetriebeverordnung (EfbV) (Ordinance on Specialized Waste Management Companies), Transportgenehmigungsverordnung (TgV) (Ordinance on Transport Licenses), Gewerbeabfallverordnung (GewAbfV) (Commercial Waste Ordinance), Elektro- und Elektronikgesetz (ElektroG) (Act on the Disposal of Electronic Waste), Batteriegestz (BattG) (Battery Act), Verpackungsgesetz (VerpackG) (Packaging Act), Gefahrstoffverordnung (GefStoffV) (Hazardous Substances Ordinance). The U.S. Air Force is seeking potential companies which have the skills, experience, knowledge, and capabilities required to perform the requested services. Place of performance is the Kaiserslautern Military Community in Germany. The anticipated period of performance is from 1 March 2025 through 31 February 2026 with the yearly option to extend the performance through 28 February 2031. Interested sources are requested to provide the completed Market Research Questionnaire, Attachment 3, Past Experience Questionnaire, Attachment 4, and a Capability Statement which briefly describes previous and/or current work experience in performing Recycling Collection Services and the Operation of Recycling Centers.
